Aero Suspension Height

I've got a 2003 Aero wagon with 170,000 miles. Great Car!!! I've noticed that the car seems very low down lately but my Saab dealer is not very knowledgeable, I think you guys know more then they do!! In addition the car is riding very hard right now as well, even with my 16" 55 series snow tires, maybe the tires but I think it's the suspension.
I measured from the middle of the center cap on the wheels to the top edge of the wheel well and have anywhere from 13 1/2" - 14". Is this normal or am I riding low? I would assume the springs are tired, I've never replaced shock/struts or springs other then the rear shocks when they failed at 25,000 miles.
If I am indeed riding low, what shock/strut/spring combination will give me great ride height, more comfort and Aero handling?
Thanks for any advice you can offer.
