If I understand it correctly when there is a large demand for A/C the coolant bypass valve opens/closes or whatever and diverts coolant away from the heater core as you don't want any heat from the engine mixing with the air the A/C system is trying to cool. This is when the bypass valve leaks the most. If there isn't a large demand for cool air though, i.e. during the cooler months when the compressor is just running to dry out the air coming in, I don't think the valve diverts the coolant, so it just leaks a little.
