The vacuum diaphragm is not what break. It is a rubber seal below on the pintle shaft.
So when vacuum is applied and the valve is activated (diaphragm lifted)it leaks.
That's why many times, you can stop the leaking temporarily by choosing heat instead of A/C cold so that the vacuum is shut off and the valve goes to its resting position.
