Question on a used 9-5

I found a low mileage 9-5 (~20K miles) with Xenon, Nav and Park Assistance. It is a white car from Florida. The car fax report said it was a personal lease in the beginning but was changed to a corporate lease vehicle couple months later. It still showed as a 1-owner car.
It is a certified car but I noticed the tires were replaced by an brand that I didn't recognize (Fusion??). I also noticed several chips and minor scratches on the body. My questions are:
1. Could the 9-5 tires be that bad for 20 miles (I didn't expect they couldn't pass the certification)?
2. I didn't have any paint problem on my Black, Steel Grey, or Blue Saab so I wonder if White was that bad. The minor scratches were black.
3. I also noticed the plastic trim at the bottom of the windshield peeled off. Was it due to the Florida sun?
4. I test drove the car and it seemed to have much harsh than my 2002 9-3 and the 2008 9-3 Aero I test drove. Is it the way supposed to be?
