I had the timing chain cover leak fixed on my 1999 - under warranty and the dealer had the car for 3 days - he had to drop the engine to do the job but not remove it. They did not have to remove the cylinder head as far as I know. The leak started small and was growing noticeably larger.
the car also had loose head bolts - but they never caused a leak and I retorqued them. I think I do recall that the 1999's had issues with the timing chain cover itself.
With my 2 9-5s - a 1999 and a 2004 - I feel somewhat blessed as most of the numerous and expensive repairs the cars needed occured while still under warrany.
I think Swedecar will confirm that fixing the timing chain cover is a nasty job - if that is where the leak is acually from.
