The inner halogen change is to install a jumper wire in the relay wiring that controls the "flash to pass" inner halogen bulb as part of the xenon lighting setup. As the car comes from the factory, the inner halogen bulbs can only be used in a "flash to pass" mode, and they will not come on (or stay on) with the xenon high beam lights. The jumper wire enables one to have these halogen bulbs remain on with the xenon high beam lights, and the difference in light output is impressive, particularly given that the halogen light output is almost like a pencil beam that throws quite a bit of light down the road in a relatively narrow focused beam pattern.
If you search this BB for flash to pass you should be able to obtain the detailed instructions to make this change, and it is only a 10 minute job.
