The "Small halogens" are your long distance high beams. you DO NOT want those as your DRLs. GM tried this for a few years, notably on some Saturns, and it was an abysmal failure. The high beams as DRLs would glare at opposing traffic when the driver would forget to switch them off (which was very often), and this was even at half voltage.
Parking lights are perfectly adequate as DRLs. YOU are not meant to see with them, but to be seen BY OTHERS through the use of the DRLs.
In Europe, there are a couple standards for DRLs. The one Sweden uses is low beam (dipped beam to them) headlights. Norway used to use parking lights only. I'm not sure if that is still the case, or not.
