High/low xenons

I just purchased a 2003 9-5 Aero with bi-xenons. I had to have one of the lights replaced, and will probably need to do the other one soon, too, as it seems to be on its way out. My question, however, is regarding the difference between the high and low beams. I don't actually notice much of a difference at all between them. The high beams don't illuminate any further ahead, just a little more vertically, which doesn't do too much good. Do you think they need to be re-aimed or is this just how xenons are?
