It sounds like they're working properly. What conditions were you trying them in? If it's in a well-lit area, or even most anyplace with streetlights, you won't see a huge difference. Most of what you will notice is the additional vertical pattern, but that also extends in a pretty nearly circular pattern. Things up high won't seem as bright under the lights, because they're usually farther away from you!
They might benefit from proper aiming, too. You said you had one replaced. Are you talking about the capsules (bulbs)? They really should be replaced in pairs, as the difference in the output of a new capsule and an old capsule is striking.
Personally, I wouldn't do the halogen high beam mod on my 2002. The problem I have with that mod is ALL of the current of those bulbs goes through the headlight stalk switch. That's OK for flashing the highs, but I don't like it for leaving them on all the time. And anyway, after I replaced both Xenon capsules, I didn't feel the need for the mod. Not when most of my night driving is on well-lit roadways.
