A replacement downpipe with a single catalytic converter will still clean the exhaust. It may not last as long as the factory dual catalyst, but on a used car it should be fine. In addition, the catalysts in these aftermarket pipes can usually be replaced (requires a cutting torch and welder) if they fail.
On the other hand, a Saab dual catalyst may be necessary if your local laws say the emissions equipment must never be changed from the original factory design.
