Many factors go into this such as storage space, miles driven per year, need to best summer performance, etc. Winter tires are costly so if you are driving a lot, a second set of wheels makes sense. The most convenient is to run the Nokian WR or the newer version all year round on the 17s. These are more than adequate for NYC and ride well even in the summer.
