That's exactly what happened to the passenger side of my car; I have to push the seat back with my knee and pull. I've gotten used to it.
Are the hooks supposed to rest in the cutout on the seat bottom? Or are they supposed to rest on the metal bottom? I wonder if I can bend it back to how they are supposed to sit. The side that gets stuck rests lower than the "working" one.
