The correct answer to this question is that you _shuold_ use a torque wrench.
For wheels, a real cheap beam type torque wrench will get you close enough. You do _not_ need the expensive, and usually more accurate, click type for wheels. The torque specs aren't so critical that a few percent is going to make a real big difference.
That said, I don't think you would be doing anything too evil or damaging if you skipped the torque wrench completely. I never really used one on wheels for years, but be warned that modern rotors are fairly sensitive to uneven torquing, so if you don't have a decent "feel" for torque values use the torque wrench.
The key is to attempt to tighten the wheels to a roughly equal level that is sufficiently tight, (not overtight) and you will be fine. But for the ten bucks a beam torque wrench will set you back it might be a worthwile investment.
