Steel: very cheap, dorky looking, heavy, can sometimes be beat back into shape if bent, limited sizes, will rust if scratched.
Alloy: expensive, pretty, lighter (sometimes much lighter), usually not economical to repair (they may crack instead of bend), many sizes available, will corrode if scratched or exposed to lots of salt.
If you live in the Rust Belt, buy steel wheels and hubcaps if they will fit your car. Otherwise go with alloys.
The Saab deal is pretty good, but you can match it or come close with other alloys/ tires. I am running 16 inch Hakka Qs on Ronal R28 wheels.
