Crankshaft timing belt sprocket - can it slip?

I had the water pump seize on my 2000 9-5/V6. The serpentine belt ended up wrapped around the crank pulley and caused a pretty abrupt halt. After cleaning up the mess (see long story below), the engine won't start.
Question - Is the crank timing belt sprocket just keyed allowing a strong force to possibly shift it a bit, or is it splined which would probably rule that out?
Begin long story...
It cranks, has spark, has fuel pressure after the regulator (~45psi), no error codes. When it first starts cranking, it will fweeet and pop a bit, spinning faster as if one was trying to start a flooded engine. After a few seconds, all ignition sounds stop as cranking continues - it smells of raw gas a bit, too. My guess is that the DI/ECU has given up on figuring out the cam timing and stopped injecting fuel. There's no collision sounds (thankfully!), but it really sounds like the timing (cam/ignition) is wacked.
Done so far... All this was done AFTER these symptoms started; all have had no affect on the problem.
- replaced water pump/serp belt.
- replaced timing belt/rollers/tensioner (I know what you're thinking, but the problem was there BEFORE I changed the belt - I'm very confident that it's on correctly.
- Getting desperate, I put in new plugs and a new crank position sensor (great... now I have a spare!)
Any ideas?
