If the timing belt breaks the engine is done for. You wouldn't even have to turn the key to shut it off. The belt breaks and the valves bash into the pistons and you need a total engine rebuild. In most cases it's cheaper to replace the engine with a used one.
If you don't know when the belts AND tensioners were replaced last, there's no way to tell by looking at them. When in doubt, replace them. No questions asked.
