In the beginning, there were transponder keys and banana remotes. So long as you have a key that is programmed to the car, you're OK. The remote is programmed in a separate action. So you can have 1-4 "keys", but 0-4 "remotes".
It's the same with the "remote keys" with the built-in door lock control. You can. technically, program just the transponder part to the car, though why you would want to do this, I don't know. Unlike the earlier keys, (with banana remote), though, the transponder is in the remote "guts" of the key. Remove the "guts", you remove the transponder, and the ability of that key to start the car.
My advice to the OP is to get one banana remote from ebay, to match the key he has, then order a "remote key" bank cut for the car from a Saab Dealer with the VIN (Actually, I'd recommend getting more than one...), then go back to eBay to buy a remote key to salvage the guts from, and install in the new key, then have someone with a Tech2 program them all.
