Halogen lamps achieve their long life by relying on the chemical reaction between vaporized tungsten and halogen gasses.
As the filament gets hot, some of the tungsten vaporizes off the filament, creating a thin spot in the filament which would get hotter and lose more tungsten faster (viscous cycle) were it not for the halogen gas.
In the presence of a gas from the halogen family, the vaporized tungsten will re-deposit itself - on the hottest surface it finds. The hottest surface is always the thinnest spot on the filament! Voila, long lamp life.
You can see the results of this re-deposition on to the filament in the Sylvania branded lamp.
