Still having brake problems

2000 9-5 LPT.
This car sat for about a year because of engine problems.
The issue with the brakes is I can't get the car to stop quickly, it will slow down, and if I really stand on the brake pedal, I can get the ABS to engage, but I'm not sure all four wheels are braking the same.

This is what I've done so far:

Removed calipers and cleaned and lubed sliding pins and pad contact points, new pads, cleaned up rotors (almost new), completely bled system and checked for vacuum at booster.
Because the original pads were almost brand new, the pistons only had to be pushed back about 1/8".
That did not make any improvement, so I replaced the brake booster/master cylinder with used parts, rebled the system, very slight improvement.

Last night I removed a front caliper and tried to move the piston with compressed air, with low pressure the piston moved about 1/8" and stopped, increased pressure and the piston popped out like something was holding it back and finaly broke free.
The piston and bore are clean, no rust or corrosion at all.

Is it possible that the rubber seals are stuck to the pistons from sitting un used in one position?
