Remove the caliper (obviously) and then get one or two long bolts that fit through the caliper mounting holes and nuts to match. Slip the nuts between the caliper mount and the long bolt and screw in until they bear on the rotor. Give another turn, back off, rotate the rotor, snug plus a turn, repeat. All in addition to some penetrating oil a day or so prior. It will slip right off.
Then when you put it back, be sure to coat the hub with anti-seize. Make sure there's plenty on the hub each time you have a wheel off. Next time it will just slip off.
Er, you did remove the mounting screw, I assume.
Anyway, yeah, I couldn't work the brake adjuster either until I had a chance to examine it with the rotor off. But in my case, the back rotors came right off. The fronts, otoh, presented me with the -er- opportunity to learn the easy(er) off technique above.
