It does sound like your turbo is leaking. I had the turbo on my 2002 V6 replaced twice in 20K miles. The leakage was on the engine intake side (compressor)and is still happening, even with a zero mile turbocharger. I believe it doesn't drain back into the oil pan quick enough. So, I would expect some leakage, at least on the compressor side. Mine never smokes, however. What seems like a good low-cost option is to replace the turbo's CHRA (center housing rotating assembly). They can be had for around $400 - brand new from Garrett. I found Ebay even has some listed. Search for "CHRA SAAB". Pay attention regarding rebuilt or new. Find a "new" one. I've been told the CHRA can be replaced with the manifold still on the car, but I haven't verified that. It's CHRA that goes bad so the $400 parts option could do the trick.
