For practical purposes, speed ratings are more a reflection of sidewall stiffness and construction (and for lower speed ratings, presence or absence of a nylon cap ply under the tread). Making low profile (like OE 225-45-17) tires almost always results in high speed capability, so the manufacturers usually go ahead and label them as such. A lower speed rating may be perfectly safe, but the handling will suffer from the softer sidewalls. When the manufacturer puts Z rated tires on at the factory, they usually compensate with softer bushings to take the edge off ride harshness, and Saab is no exception.
In 225-45-17, there are very few "H" rated tires and marginally more "V" rated tires, not counting snow tires.
