Ok, so it sounds like a break down of power under load. A bad ignition switch could do that but since you have replaced it with a NEW one, hopefully it is ok but you can never know until you have checked.
So you have to find the wire coming out from pin +50 of ignition switch and test if voltage drops to zero there too when in cranking position. Maybe you have a melted wire somewhere that is bleeding some power into that wire and that's why you see a weak 12V signal even when the key is not turned?
If everything is measured correctly, what you say is one of these extreme cases where just hard work and measure your way and understanding what is suppose to happen count in the end.
You could also run a new test wire from ignition switch +50 to incoming fuse 30 and if that works, you have a problem between those two spots but if you tap into the existing wire, you still have a slight chance that one of the crimped terminals in either end is the problem so you have to be careful not to draw any quick conclusions.
