More clarification about fuse 30 senerio...

There is only 12v going into fuse 30 slot when I turn and hold to "start". 0v otherwise. With fuse missing, multimeter show 12v on the input side of fus 30. When I put the fuse in and turn to start, multimeter shows 0v when testing top of fuse. When I use one side of jumper in the input side of fuse 30 it shows 12v when key in "start"..then...while holding in "start" postion I then put the other end of the jumper into the other out slot in fuse 30 and volts drop to 0v. Anytime you connect the in and out side of fuse 30, there is 0v. I can also start the car by touching +30 to the out side of fuse 30. I do not understang how 12v can be killed when just adding a fuse unless there is a short somewhere. I am stumps.I'll be taking the WIS and walking the wire backwards until I find the problem.
