Unfortunately, you can't really see the recirculater motor working. The motor is on the top left when you are looking at with your head jammed into the right hand (passenger) foot well. You should notice more airflow when the ACC is in recirc mode because the airflow bypasses the air filter.
The most common failure is that the plastic arm breaks, and the flap remains in one position or another. The motor still works so no code is tripped.
