First off, the front turn signal bulbs are dual filament. One filament is always on if the headlights are on (if your DRL fuse is plugged in, your headlights are always on), and the other blinks for the turn signal. If you turn your headlights on does the left side come on too? Maybe the left side's non-blinking filament is burnt out.
OR. Sometimes the connections in the bulbs for the dual filaments get crossed or fused and can cause all sorts of fun things to happen.
I guess I would start by replacing both front turn signal bulbs so you know they're both good.
TO answer your question regarding the relay, I don't think there is one. DICE (Dash Integrated Central Electronics) controls the turn signal. Good luck!
