The "cartridge" is all the working parts of the turbo. They are new or rebuilt with all new seals, etc. The shaft and wheels are balanced properly. The oil & water passages have been cleaned out.
With the "kit", you get to do all that...
I find the cartridge to be a reasonable compromise between the kit, and an entire turbo unit. Swapping the whole unit is faster, but will cost about twice what just the cartridge will cost you.
