Complete loss of power - engine still running?

2005 Arc died on me at the airport while on my way to pick up parents. Car would not respond at all to the gas pedal, however engine kept running. After shutting it off, started up no problem, but again no response to pedal. Too dangerous an area to troubleshoot.
Car towed to garage (authorized by outfit that I have limited warranty with) and they claim the throttle cable needs to be replaced. My limited understanding of how the throttle works is that it's controlled electronically and the cable attached to the pedal is for the limp home mode.
Does this indeed sound like faulty throttle problem? What are the likely suspects?
Some schooling on how throttle works would be appreciated.
