Rarely the best is the cheapest but the simplest way is to visit your closest Saab dealer with a copy of your vehicle title or registration and photo ID showing ownership. (I would call parts or service department to confirm) Have them order the needed key head, transponder, and cover. They then can order the cut portion from Saab, program etc.
Call an independent Saab service/repair near you. See what options they have for you. I believe on 2008 9-5 models they will need security access from TIS2k or TIS2Web to add the vehicle key so this step may eliminate them unless they have a subscription or dongle for access.
Most key shops are not able to cut this style of key. My friends key shop in Orlando has a machine to cut these, but costs $20,000. They charge more to simply CUT a blank than Saab charges for the entire key cut from the VIN.
At the shop here we simply the entire process if needed into one stop by a credit card or PayPal payment, faxed proof of ownership (copies of license and registration/title). Once the key and parts are received from Saab make a 20 minute appointment to have the key programmed to the vehicle, then your all set.
Sometimes dealers will not provide cut keys to shops even with ownership proof.Pittsburgh Saab is one I know of. They require the owner to come down to the dealer in person. However the dealer in FL we get the parts from has no problem providing us keys.
