Do you mean the actuator is connected and is opening the wastegate? Is so at what pressure? There is a boost control valve that opens the wastegate. If it is not actuating at the right time them that is a problem...there are also a bunch of sensors that measure pressure. You need to get a tech2 session to be sure the boost control system is working properly. During a pull you should check readings from the pressure sensor before and after the throttle..at full boost WOT they should be pretty close. If there is deviation there could be a problem. Also you need to check if the max boost is within spec.
