Digital and analog

When I move out of a digital area I still catch an analog signal on my cell(I use ATT) but I thought that Onstar had some other special feature that means I can be in a dead cell phone area but Onstar will still have signal. I think the reverse may hold true also -- cell signal, Onstar dead. Maybe it's just the power of the car's antenna vs a handheld (combined with the analog's reach) that's the difference?
