The job is done. New plastic arm operates the recirc flap. Now the fan noise gets noticeably louder with recirc ON.

My gears were fine if you need some please email me. Their instructions were clear about pittingthe slot in the drive gear towered the flat part of the enclosure box so that the plastic arm would end up in the middle of the arm's travel. As soon a you power the car on the arm moves to one of its end stops anyway so position doesn't really matter for reassembly of the whole kit to the flap. It is only for getting the motor cover into the holder, the holder is what keeps the arm in place (until it breaks).
I think I will just zip tie the connector to the metal bracket. Just in case I need to do this again. That wills save a lot of trouble the next time around. Excise the typos I worked 13+ hrs today then came home and did this in the hot sun. Exhausted but I've conquered abother gremlin.
