AC on 1999 9-5 SE is having an issue - symptom is poor cooling out the vents. ACC check generated 1 - 21, which I interpret as one known problem: 21 Direct current motor, air recirculation flap - B+ open circuit or shorted to ground.

Though I'm familiar with the Left/Right blend door stop arm problems (I replaced the stop arm on the driver's side about 18 months ago), I don't know whether the recirc function should affect AC cooling or not. When I did the driver side stop arm I checked on the passenger side too, and I replaced the cabin air filter.

My question: Can the recirculation flap position itself in a manner that mis-directs air and prevents the air from the vents coming out as cold as it should even though the evaporator is cold? If not, I may have more than one issue. Tonight I plan to remove the glove box and physically check the evaporator temp at the cabin filter access. The low side freon pressure is correct (running and static). The AC compressor is cycling about the amount that it should. Any help appreciated - we're now sharing the Texas and Arizona heat (well maybe only close, but 98F and 80F+ dewpoints are pretty hot for us).
