ok I have a 1999 and the ACC is been relatively trouble free - 2 common issues, cabin fan motor and recirc motor . Both motors we removed and repaired, cabin fan brush springs stretched and commutator cleaned and it still runs 3 yrs later - but no cabin filter to extend it's life. Recirc motor fried the resistor so I just put a lenght of wire in it's place - a year or two back.
To answer your question - yes I think owing to the lame (inflexible) programming of the ACC when the recirc motor does not work it impacts the overall operation - I know that running without the cabin filter makes temperature regulation a hit or miss affair regards heating as it will run way too hot unless I close the recir vent.

I would take knobs and levers anyday over the Saab ACC unit.
