If the roughness is on the surface of the paint it could be lots of things: Road tar, bird or bug poo, tree sap, paint overspray, fallout from nearby industrial areas, etc.
Many pro detailers and serious enthusiasts use paint cleaning clay and a lubricant to remove these contaminents. It's simple and easy to use. Meguiar's, Mothers, Eagle One, Clay Magic, Zaino and many other mfr's sell it so a quick interent search should provide numerous suppliers.
In N. America most every auto parts store sells at least one brand of paint cleaning clay. Just make sure to get one with the lubricant included or buy a bottle of quick detailing spray to use with the clay.
Shouldn't take more than 30 minutes to do the whole car. It'll feel like glass when done. Follow up with your favorite wax or polish and you'll be stylin'.
