Yes it is possible. Why you would want to do it I do not know.
There are two things you need to do.
The first is to remove the daytime running light's fuse.
Next you will need to get someone with a tech II to reprogram your headlights to alternative 1 and the foglights to alternative 1. There are a lot of alternatives in both the headlights and foglights meu but the above combo seems to give what you asked for.
