2Slow said it right (it takes the Tech II), except that many of us do indeed feel a need to run with the fogs and no headlights. Read the archives for the whole argument, pro and con.
Be aware that you cannot run JUST the foglights. You have to have the headlight switch in either the parking light position (no headlights, but all the other lights on) or the headlight position (headlights on, but fogs independent of the low beams). When you run in the parking light position and exit the car, your parking lights stay on but the fog lights extinguish (if I remember correctly) so it is possible to run your battery down if you forget to switch them off. Keep this in mind - there is no warning buzzer in my '01 Aero Wagon for "parking lights on".
The coolest thing is that you will acquire city light function for the headlights - they are very pretty in the parking light position.
