On the other hand, I would highly suspect the thermostat when I see a low temp reading when engine "should" be warmed up.
Especially if the temperature fluctuates while driving. A partially open thermostat (lazy) will lower the engine temp at speeds and then if you park the car idling, it will slowly rise up and cooling fans turn on at normal temperatures.
But since the normal practice is to replace the thermostat and ECT sensor at the same time, the problem is gone after repair.
