What do you mean by this? If the key is cut properly, it should lock both front doors and the glovebox, unlock the front doors, trunk and glovebox, and turn the ignition cylinder.
If, however, the transponder chip is either missing from the key, or not programmed to the car, you will get a "KEY NOT ACCEPTED" message in the SID when you try to turn the ignition key to start, and the engine will not even try to start (no turn-over).
Remote door lock and unlock is a separate function and system in the car. For 1998-2000 cars, there were two key types and the "banana" fob that contained the remote functions. The fob is NOT needed to operate the car.
In 2001, Saab put all the remote functions into the key head, along with the transponder.
