In order for the car's speed to not creep up on steep downgrades, it would have to have some sort of independent brake power to apply the brakes - the ABS uses the force of your left foot. Only Mercedes currently offers an electronic fly-by-wire brake system on their very newest high end cars. A computer decides how much pressure you have applied to the pedal, then modulates a high pressure pump to apply the brakes in a manner that the engineers _think_ you want. I don't know if they included some sort of cruise control function in addition to normal actions - it would be easy to do so.
I have no idea how the Range Rover "Hill Descent Control" works - do they use a seperate power pack to energize the brakes? I do know that the system only works at crawling speeds.
If your 9-5's speed creeps up excessively on steep downgrades you either have to tap the brakes (and reset the cruise) or slow the car is some other manner, such as downshifting, or sideswiping the guard rail, or opening both front doors an equal amount to increase aerodynamic drag. Caution - do NOT try this withut a right seat passenger, and be sure to have your personal lawyer's phone number handy......
