Driver side Rear Light Cluster

My running lights in the rear driver cluster is not coming on. However the brake light is in that cluster. I changed out the bulb for the running light and it is still not coming on? The passenger side is fine. Could it be the wiring harness that goes through the trunk lid? if that was bad then the brake light would not come on, correct?
