Larry - I did this on my 2003 V6 back in August. I did the one under the battery/fuse box as well, and they were very straightforward.
When I did the one over the belts, I supported the engine, removed the big bolt and the smaller ones on the bracket, removed that. Then there were four smaller bolts attaching the mount to the fender. Installation was the reverse.
Be careful with the bolts that attach the bracket to the engine (right above the belts). They can strip easily.
I have no idea what the marking of the bolt would do; the rubber thing around the nut actually serves to position the nut in the bracket (you'll see when you remove it). Also, I didn't need to replace mine -- I saw no sign of wear (I did order it just in case, but returned it)
