If the system has been open to atmosphere you would need a vacuum pump to pull air and moisture out. As it happens, Harbor Freight has one of those that is not too expensive and works well. You can also make one out of an old refrigerator or room air conditioner compressor.
Someone else mentioned the 9-5 has a variable-displacement compressor. If this is case the then you're not supposed to just top it up since the system needs the exact amount of refrigerant to work properly, you would need to evacuate everything out of it and measure in the correct charge. I guess you could try adding a small amount at a time by trial-and-error and see where it gets you, but you'd definitely want to keep an eye on temperature and pressures. (I have older models that are not equipped with variable-displacement compressors so have not had to deal with that issue yet.)
It also should be mentioned that it is illegal to simply vent R134a to atmosphere, it should be properly recovered. Equipment to do this is expensive though I've heard there are some homebrew methods out there.
