As pads wear, the pistons slide out, and stay there, and fluid fills the space. So, it is normal for the level in the reservoir to drop over time without there being any leaks.
The MIN and MAX have nothing whatever to tell you about how worn your pads are. They are simply recommendations for the fluid level. Don't fill past MAX, and don't let it go below MIN.
If you are going to flush before you change the pads, you could fill it to someplace in the middle, and when you are ready to change the pads, take a turkey baster and remove excess fluid before you start pushing any pistons in, then be sure to top up when all the pads are done.
Were it me, I'd just put the car up on 4 stands, pull all 4 wheels, go around and flush all 4 corners with a pressure bleeder (clutch, too, if I had a manual), remove excess fluid, then go around and change all the brake pads, and finally, check for proper fluid level in the reservoir. If you don't have any problems (rusted bolts, rusty/broken bleeder nipples, etc.), it's a half day's work.
In my book, the less work that has to be duplicated (in this case jacking the car onto stands, then R&Ring the wheels), the better.
It's best to avoid brake fluid getting on pretty much anything, but a little drip followed by a wipe down won't destroy anything.
