IMO: The optimum would be just a smidgen below "Max" when all is new, leaving room for thermal expansion. Whatever it drops to during use is fine. It will not reach "Min" unless there is a leak, and then it is not fine. I know of no scripture on the subject beyond "between Max and Min and don't add fluid between pad and rotor changes."
When I flush the fluid between pad changes I note the level before you start and fill to around that level.
I crack the bleeder open when compressing the calipers for a pad change even if I am not going to flush the fluid at the time. Then I fill toward the MAX line. I store opened bottles of brake fluid in a zip lock bag in the freezer - the driest place in the house.
