How firm is a firm brake pedal?

I recently bled the brakes on two 9-5s using a Motive bleeder. One has just new front pads and rotors. It didn't seem to get as firm as the other car and the pedal sinks if I hold it down with the brakes applied. The brakes still grab fine. The clip seems fitted correctly going behind the ears. I double checked that the reservoir cap is tight.
Might I have bled in some air somehow? The reservoir never went below MIN. I did use lower pressure in the Motive on this car...5-8 psi. The other was about 15psi. I also used a tighter fitting plastic drain tube on the bleed screw and opened and closed the bleed screws more than once.
I doubt it's a blue versus normal brake fluid issue. Could it be bad fluid? Neither can was new, but both were sealed.
Can air get into the ABS pump?
What about a tiny leak somewhere in the system, perhaps at a caliper bleed screw? How tight does one make these?
What's the next step? Another liter of fluid and try again? I have about 0.5L left between the two bottles. I assume I don't need to drain the reservoir again as the fluid if new so I could just drain a bit more in the second attempt. WIS says a drain needs only 300ml. Is there anything I can do to work any air to an easier to drain place?
