Do you have the electric vacuum pump or the mechanical one on the side of the engine? If electric and it is running all the time there is a leak either in the line or the booster. Otherwise would need a gauge something like here. I am troubleshooting the same problem in a 1999. Replaced the booster which was bad, but still intermittent...
So its either the bad line and / or the booster as first suspects and maybe the pump.
