Those rotor screws only serve to index the rotor to the right position to allow the wheel bolts to access the threads in the hub and on the rears to allow allow access to the parking brake slack adjuster. Once the wheels are bolted up, the screws server no mechanical purpose. When you acquire a vehicle with these rotors screws, remove the screws, coat with never-seize and then replace, just snug, not tight at all. The screws are soft and the drive, hex or torx can be damaged. Drive a hex bit into place to get full engagement. Do use a hex bit, 'keys' can twist the cam-out and damage the screw in the process. I toyed with putting a socket head cap screw in that location and the rotor would then simply drop over that, not captured, but indexed.
