With the actuator disconnected: It would appear that the wastegate connecting-arm is loose and about to fall apart, but i think they are just built that way. With the wastegate actuator attached its should be held in place with the spring-load tension from the actuator diaphragm.
I'd be more worried if the arm was stiff of seized up (i have seen this before). The waste gate flap needs to be able to move freely in order to operate properly for quick turbo back-presser release. Hence all the free play in the pivot.
Are you rebuilding the turbo yourself? Or just replacing it with a manufactured unit?
