Well, it needs to be established if you have proper power and ground to the horn and if you have, the horn itself is bad.
If you don't have power at the horn it could be the horn relay or fuse and if you don't have ground signal to horn relay it could be the contacts under air bag or the contact reel under steering wheel.
Problem with an 02 and up is that you can't easily remove the grill and reach wires for the horn so, starting with the relay and check for power and ground is probably the easiest.
You could even bridge the power pin at relay straight over to supply pin to horn (pin 3 and 5) and hear if it honks.
